エコカーアイランド・屋久島

エコミッション2001＠ジャパン。48日間、32都道府県を巡る日本縦断環境体感の旅は、ここ鹿児島県屋久島からハイブリッドカーで走り始めました。

根づくか、町の環境保全対策

上屋久町
役場で日本一の保有台数。
ＥＶ、ＨＶにかける思い

現在上屋久町には、軽自動車を含め約4,500台のクルマが走る。一家に２台は当たり前のこの町にとって、クルマは生活必需品だ。しかし93年に世界遺産に登録されるなど、この島の自然が日本はもちろんのこと、世界の宝として注目されるなか、なにか環境保全の観点から打つ手が求められた。

そこで役場では、ゼロエミッション社会を目指した生活環境の整備の一環として、公用車にＥＶ（電気自動車）を導入することを決めた。平成10年から２年間で９台のＥＶを導入。役場内の駐車場に充電設備が備え付けられた。役場内では約８時間の充電で約220km走行可能となり、ほかにも島内3ヶ所のガソリンスタンドに急速充電所を整備。約20分で充電が可能となっている。そしてハイブリッドカーの導入も決定し、プリウス２台、ハイブリッドカーの小型バスがその仲間に加わった。

このように役場では、低公害車の導入が進んでいるが、残念ながらまだ島民でこのようなクルマに乗る人はほとんどいない。しかし上屋久町助役、鞆初男さんはいう。「島の自然を大切に思う心は、島民すべてにあると思う。だからその気持ちを具現化するためにも、まず役場がその見本になり、率先して低公害車を導入する必要があると思う。しかしまだＥＶは価格が高かったり、充電のわずらわしさ、バッテリーの交換問題など、まだ一般市民が気軽に使えるものになっていないと思う。だから最近はハイブリッドカーに注目しています。リーズナブルな車両価格、ふつうのクルマと変わらない利便性。これなら島民も役場も違和感なく取り入れられますから。」

屋久島の電力は、ほぼ水力発電で作られているものなので、スイス同様、ＥＶ導入は非常に理にかなったものである。しかし「いつでもどこでも誰でもが享受できる利便性」を考えた場合、やはりハイブリッドカーが注目されるのは当然のことだろう。

一方、島の南に位置する屋久町ではＥＶも導入しているが、さらに力を入れている事業がある。廃食用油リサイクルだ。

廃油は水質汚濁問題に、必ずといっていいほど取り上げられるもの。一般的に魚が住める水質これを別のものに作り変え、再利用しようというものだ。

廃油石鹸と呼ばれる石鹸作りも行なわれているが、注目は軽油代替燃料として利用されていること。　製造方法は産官学共同で開発された廃食用油リサイクル装置「ＭＥ・Ｘチェンジャー」に廃食用油を入れ、メタノール、触媒を加える。そして13時間ほど放置することでメチルエステル化反応が起こり「ＮＥＲＯ」(廃食用油代替燃料）が出来上がる。

このメリットは今まで軽油を燃料としていた既存エンジン、ボイラーに、そのまま使えることだ。現在役場のクルマに使用され、職員の評判も上々だそうだ。また軽油と異なり、酸性雨の原因と指摘される硫黄酸化物を含まないことも魅力。乗り心地もふつうのディーゼル車と同様。ぜひ天ぷら屋さんや惣菜屋さんの自家用車にも使ってもらいたい燃料だ。

２つの町がそれぞれ、特徴的なエココンシャス事業を推進していた。美しい森を持つということは、そこでとれる資材や美しい景観だけでなく、人により深く考えさせる機会を作ってくれる。

An environment-friendly car island, Yaku

About 4,500 cars including a low displacement car run to Kamiyaku-cho now. For this town where two sets are natural in the family, cars are necessaries. However, while the nature of this island attracted attention as a precious article in the world not to mention Japan, the hand which something strikes from a viewpoint of environmental preservation was called for, such as registering with world heritage in 1993.

Then, at the public office, it was decided that EV (electromobile) was introduced into a public vehicle as part of maintenance which aimed at zero emission society. Nine sets of EVs are introduced in two years after 1998. The parking lot in a public office was equipped with charge equipment. In a public office, about 220km run is attained by charge of about 8 hours, and otherwise, a rapid supply station is improved in a Shimauchi 3 place gas station. It can charge in about 20 minutes. And introduction of a hybrid car was also determined and two Priuses and the small bus of a hybrid car joined the friend.

The Kamiyaku-cho assistant official says. "I think that the heart which regards the nature of an island as important is in all residents. Therefore, in order to embody the feeling, I think that a public office becomes the sample first, and it is necessary to introduce an eco-friendly car on its own initiative. However, EV still thinks that a price is not high or the troublesomeness of charge, the exchange problem of a battery, etc. have not become what can use a general citizen freely yet. Therefore, the hybrid car is observed recently. A reasonable vehicles price, an ordinary car, and convenience not changing. If it is this, since it is taken in that neither residents nor a public office has sense of incongruity".

Since the electric power of Yaku Islands is mostly made from water-power generation, EV introduction is very accordant like Switzerland.

There is an enterprise which is putting in power further. It is waste oil recycling. This merit is being able to use light oil for the existing engine which was being used as fuel, and a boiler as it is until now. Moreover, it is also charm that the SOx indicated to be the cause of acid rain is not included unlike light oil.

This two towns were promoting the characteristic enterprise sensitive to environment. Having beautiful woods makes an opportunity to make it think deeply.
