細かいゴミの分別に未来を見る

人口32,000人、海と森の都、水俣市内３００箇所に設置されるゴミステーション

水俣市と聞いて、みなさんはどんなイメージをお持ちですか。水俣病、水銀など、あまりいいイメージをお持ちではないでしょう。

戦後の経済復興は人々に様々な産物そして副産物を生み出しました。水俣市で生み出された産物は水銀、そして不運な副産物は水俣病だったのかもしれません。しかしもっとも暗い影として残ったものは、被害者と加害者が同じ町にいたため、この町に住む人間どうしのつながりを完全に破壊してしまったことでしょう。

1956年水俣病公式発見から39年がたった1995年、政府によって一定の解決はされました。そして1997年、安全宣言が出され、沿岸約４kmを囲っていた仕切網（汚染された魚が水俣湾から流出しないように、1974年より張られた）も外されました。沿岸も森も水もきれいになり、元の水俣の自然の姿が戻りました。

しかし水俣の悪いイメージ、市民の途切れた絆は、まったくよい方向へは向かいません。それはまるできれいな海、森なのにまったく光が射さず、色のない世界のようでした。疑われた市、水俣はどの方向へ向えば本当の意味で生まれ変われるのか。

そんな雲が厚く、低く垂れ込めた空に風を吹かせたのは、市民でした。クリーンなイメージを取り戻すために、街に花を植えるのではなく、敢えて目を伏せがちがゴミ問題に挑戦しました。

まず家庭ゴミの資源化をはかるため、1993年より徹底した分別を実施（99年度21種類、2000年度24種類）しはじめました。分別だけを取り上げると、なにも水俣市だけが突出した活動をしているわけではありません。水俣市で注目すべきはゴミのきれいさです。

市民は缶、ビンなどあらゆるゴミを出すときにも、必ず洗ってから出すことを徹底しています。また発泡ポリスチレントレーなどの回収をしていることもこの市ならではのことです。ですから回収業者は、これほどリユース、リサイクルしやすい資源ゴミはないといいます。またゴミの集積場にいっても、嫌な臭いがしません。ゴミの流通ルートの環境も非常にいいのです。

水俣市地域婦人会会長の坂本ミサ子さんに話しを聞いてみました。「市民のみなさんは、きちんと粗って乾燥させてからゴミを出します。そして家庭内でおおまかにゴミを分別しておき、近くのゴミステーションへ捨てにいき、そのとき24種類に分けます。確かに面倒な作業なのかもしれませんが、だいぶ市民にも常識として浸透しましたね。３歳になるうちのひ孫がおもしろいのが、ジュースを飲んだあと、ビンに水を入れてくれとせがむんです。ビンを洗ってくれと。この子たちの世代が大人になるころ、きれいなゴミを出すことが意識してすることではなく、日常になるのでしょうね。」

坂本さんは海外旅行をするとき、必ずといっていいほどその街のスーパーマーケットにいって、食品の包装形態などを見てまわるという。こういった興味が環境をよくする。

そして市民が中心となって行なっているゴミステーションにいくと、ゴミを出す人、受け取る人がとても仲良さそうにゴミについて話しをしていました。

水俣市は1999年2月、環境マネジメントシステムに関する国際規格、ＩＳＯ１４００１を全国で６番目に取得しました。これは各条件をクリアしたことはもちろんのこと、市民どうしがゴミを媒体として新たなコミュニケーションをとるようになったからだと思います。市民の吹かせた風は、低く垂れ込めた雲を少しずつ動かし、街に光が差し込み始めました。雑ビンを砕いて作った歩道もキラキラと輝きはじめました。人と人との環境がよくなると、街が色づき、街に活気が出てくるのですね。

It seemed to be the world which light does not completely put them at all although they are the beautiful sea and woods, and does not have a color. Can Minamata be born again in a true meaning, if it goes in which direction?

Then, the citizen started activity. In order that domestic garbage might resources-ize, the citizen classified thorough garbage in 1993 (21 kinds in the 1999 fiscal year, 24 kinds in the 2000 fiscal year). You hear that all the classified garbage of what should be observed is very beautiful.

The citizen puts into practice taking out, after surely washing, when taking out garbage, such as a can and a bottle. Moreover, it is also the feature of this city to collect foaming polystyrene trays etc. Therefore, a collection agency this much and it is said that there is no resources garbage which is easy to recycle. To the dump of garbage, there is not a disagreeable smell. The environment of the circulation route of garbage is also very good.

Mrs. Sakamoto, the chairman of the Minamata Area Ladies' Society, says. "Since you, a citizen, do dryness exactly, you take out garbage. And it goes to classify garbage roughly by domestic and to throw away into a nearby garbage station, and divides into 24 kinds then. The wind which the citizen made blow the clouds which hung low little by little, and light began to insert it in the town. The sidewalk which broke and made the coarse bottle also began to shine. If the environment of people and a man becomes good, does a town color and does vigor come out in a town?
