県の環境への取り組み・きらら博の成果

関門橋を越え、山口県に入る山口県庁にやってきました（手前は旧庁舎、奥が新庁舎）

環境保全には自治体の方針づくりが不可欠です。本州に入った山口県では、思いきって県庁へ伺い、県としての環境への取り組み、そして先日まで開催されていたきらら博の成果をうかがいました。

山口県では今年度から2010年まで、「山口ゼロエミッションプラン」「やまぐちエコタウン基本構想」という県の自然、産業などの特色を十分取り込んだプランを実行しています。

山口県の特色をいかしたリサイクルの代表的なものは、ごみ焼却灰をセメントの材料とするものです。山口県には日本を代表するセメント製造会社があります。県環境生活部長の小倉さんは「ふつうごみ焼却場から排出される焼却灰やばいじんは、埋立てられます。しかし埋立てには限界があります。そこでセメント製造会社と協力しあって、この焼却灰などをセメントの原料にします。」といいます。

焼却灰やばいじんは、含まれるダイオキシン、塩分などを除去、粉砕することで粘土の代替材になります。これで今まで埋め立てられていた5万トン／年もの焼却灰などがセメントの材料としていかされます。

人間がアイデアを出し、手をかければ利用できるゴミはいろいろとあるようですね。以前、あるかつお節メーカーが、かつお節製造時に出るクズを廃棄していたのですが、このクズをふりかけメーカーがひきとり、ふりかけに混ぜるという話を聞いたことがあります。

これらのように自分の身の回りをよく見直してみると、いろいろなアイデアが浮かぶはずです。

また地域に大好評だった山口きらら博について、このイベントにもなにか工夫があったのか、事務局長の伊藤さんにうかがってみました。

「おかげさまで入場者数も250万人を超え、博覧会は大成功したと思います。この博覧会は環境に配慮した日本でも珍しいモデルでした。まずマイコップの導入。イベントでは飲用容器のゴミがよく出ます。そこで来場者にマイコップを持参していただきました。ほかにも、ゴミ減量化をはかりました。一般的にこのような博覧会では1人あたり約300ｇのゴミが出ます。そこできらら博ではこれを200ｇ以下にしようと目標をたてましたが、最終的には120ｇという前例のない数値までゴミを減らすことができました。これはひとえに市民ボランティアの方々と来場者の意識の高さのおかげです。」

そして気がかりだった博覧会で使用した建物ですが、これはすでに約70％が、再使用することが決まっているそうです。

山口県は産、官、民が協調して環境問題に取り組んでいる県。だから森は緑に、海は青く輝いているのでしょう。

The autonomous production of a plan is indispensable to environmental preservation. It visited the prefectural office and Yamaguchi Prefecture was asked about the measure for the environment as a prefecture, and the result of Kirara-Expo to be held till the other day.

In Yamaguchi Prefecture, a plan which is called the Yamaguchi Zero Emission Plan and a 'Yamaguchi Eco-town Basic Design' and which took in the special features, such as nature and industry, enough is performed from the current fiscal year to 2010.

There is a cement manufacture company representing Japan in Yamaguchi Prefecture. The prefecture environmental life division manager, Mr. Ogura, says."it usually reclaims land from incineration ashes which are discharged from a garbage incineration place. However, there is a limit in reclamation. Then, incineration ashes etc. are used as the materials of cement in cooperation with a cement manufacture company."

Does it seem that it is various and that there is garbage which can be used if man proposes an idea and applies a hand? Although a certain dried bonito manufacture maker had discarded before garbage discharged at the time of dried bonito manufacture, the talk of a fish flour maker collecting these garbage and mixing it with fish flour has been heard.

Thus, if its personal appearance is improved well, various ideas should appear.

Moreover, the director, Mr. Ito, was asked about whether it is that this event also devised some about the Kirara-Expo which were large popularity. "The number of visitors also exceeds 2,500,000 people luckily, and I think that the exposition won a great success. This exposition was the model new also in Japan which considered environment. First, introduction of a 'My Glass' is raised. In an event, the garbage of a drink container comes out well. Then, I had the visitor bring a my glass. In addition, streamlining of garbage was achieved. Generally, in such an exposition, about 300g(per person) garbage comes out. The target set to 200g or less was formed in the Kirara-Expo. Finally, garbage was able to be reduced even to the numerical value without the precedent of 120g. This is the favor of the height citizen volunteer people and a visitor's consciousness earnestly. "

And it is said that it is decided to already re-use about 70% of the building used in the exposition.

Yamaguchi Prefecture is a place where industry, a public section, and a private sector cooperate and is tackling the environmental problem. Therefore, probably woods shine green and the sea is shining blue.
