風光明媚な鳥羽を走るやさしい面持ちの井村市長

風光明媚なリアス式海岸を有する鳥羽は、女性の憧れMIKIMOTOの親、御木本幸吉氏が真円真珠の養殖に成功したことで有名になりました。そして子供を中心に注目を集める鳥羽水族館、大人の方々には鳥羽一郎氏、山川豊氏兄弟。あらゆる年齢層に広く知られる鳥羽は、観光のメッカとして栄えました。しかし観光産業の衰退により、暗雲が立ち込めようとしています。そんなとき、ひとすじの光が差し込みました。ハイブリッドカーの導入です。

井村市長はいいます。「市長の公用車が古くなり、代替えを検討していました。こういったときは当然議会にかかるわけですが、若手議員たちから、ハイブリッドカーを導入しましょうとの声が上がりました。」そして導入されたのが、このエスティマハイブリッドです。どこかで見たことはありませんか。そう、テレビコマーシャルで流れているナンバーは10-84（トバシ）、そのクルマです。この1台で、鳥羽市は公用車に低公害車を導入したことを全国に広く知られたのです。小泉首相が低公害車の導入促進を掲げ、石原大臣はそれよりも早くプリウスを公用車にしています。行動を起こした人が、次の世代のことを語れるのです。そして鳥羽市の市政も変わろうとしているようです。

ISO14001取得へ向け、すでに準備に入りました。町にはゴミ箱を置かず、市民が自発的にゴミ分別、収集に協力しています。人口25,000人、6割以上が観光関連の職業に就いている市民の意識もこれから徐々に変わっていくことでしょう。観光都市から環境都市へ。

この恵まれた自然を見るとアイデアは無限に広がります。たとえば鳥羽市が持ついくつもの無人島に風力発電施設を作り（国立・国定公園などの規制がない場合。または規制が緩和されれば）、その島は子供たちが環境体感できるような施設を作ります。島に行くのはヨット、または飛行船です。市民は電気自動車を市からリースで借り、その電力はすべてこの風力発電でまかないます。そして半島側の森も里山として、木々の手入れ、海に流れ込む川の清掃などを行い、海に流れ込む山からの恵みを増やします。こうすれば立派な環境都市が出来始めます。するとどうでしょう。今まではいなかった新たな観光客が増えてきます。

今は夢かもしれません。しかし公用車のエスティマハイブリッドのキーをひねったときから、鳥羽市の環境保全計画は走り始めました。きっと近い将来、真珠よりも輝く海が、市民の心を潤わせてくれると思います。
