ゴミウォンテッド!?

岩手の秋月に一度、朝8時までに資源物を出す市民

今回は岩手県花巻市で行われているユニークなゴミ収集について取材をすることにしました。花巻市では昭和61年から新聞紙、チラシ、雑誌、ダンボール、牛乳パックなどの紙類、ビール瓶、スチール缶、アルミ缶、その他の鉄類などをゴミとして扱うのではなく、再利用可能な資源物として扱い、その回収した資源物に対し市が奨励金を出すという非常にユニークな取り組みを行っています。ちょうどこの日は花巻市の二枚橋地区で行われた資源物回収を取材することができました。

早朝私達は資源物の収集場所に出かけてみました。二枚橋地区では朝８時半までに５箇所の決められた収集場所にその資源物を出すということになっていました。ちょうど収集場所に訪れたこの地区の住民の八重樫さん（７０）にお話をうかがいました。

「この資源物収集が行われるようになってから、ゴミの出し方が非常にきれいになり、この地区に住む人達の意識も随分と変わりました。特にこの回収作業にあたってくれる回収団体の方々にはいつも感謝しています。」と語っていました。

今回この回収作業にあたってくれた集団収集回収団体の方々は「わたぼうし農場福祉作業所」のみなさんです。

この「わたぼうし農場福祉作業所」とは心身に障害があり、しかも重度のため学校や施設に入所することが出来ず、勉強や働く場を見出せない在宅の人達を中心に、心身の発達を促進し日常生活の充実及び生活態度の養成に努める福祉施設です。はじめの頃こそ私達を警戒していたのか「わたぼうし所員」の方々はギクシャクと回収作業にあたっていたのですが、私達スタッフも全員「わたぼうし所員」の皆さんと一緒になって汗をかきながら作業に参加したところ、回収作業も終盤戦を迎える頃には完全に打ち解けあい、冗談も交えながら一緒に作業することができました。

またこの「わたぼうし農場福祉作業所」の所長である廣瀬さんによると「最初の頃は所員の皆さんも全然回収作業をこなすことは出来ませんでした。しかし、ゲーム感覚で楽しみながら作業することによって少しずつみんな作業が出来るようになり、今ではこの回収日がひとつの楽しみの日でもあるようになりました。ひょっとすると最後のジュースタイムが一番の楽しみなのかもしれないのですが、、、」と語ってくれました。

回収された資源物は「今弘商店」という回収業者に運ばれます。新聞なら１キロ１円、ダンボールなら１キロ0.5円といった具合に資源物を買い取ってくれます。しかし、雑誌などものによっては逆にお金を支払わなければならないものもあります。そこで市が取り入れたシステムが奨励金制度です。新聞・ダンボールなら１キロ５円、また雑誌も１キロ５円で奨励金を支給します。これにより実際回収業者に支払ったお金も市から支給される奨励金で回収できるという仕組みです。

現在花巻市ではこの集団資源物回収団体はその地区の子供会やPTA、町内会、衛生組合、老人クラブなどを中心に264団体が登録されています。年間の奨励金の合計額も約2,000万円と全国的にみても群を抜きます。こういった官と民が一体となり環境問題に取り組む一例を今回はとりあげてみました。

さて、本日の結果ですが、回収業者に買い入れて貰った額が3,035円、市からの奨励金が17,100円の合計20,135円という結果になりました。いつもは奨励金を受け取る現場に「わたぼうし所員」の方々は立ち会うことはないのですが、今回はじめてその資源物が実際にお金に変わる現場を直面し、ある女性所員は大きな声で「やった～」と満面の笑みをうかべながら両手をあげ喜んでいました。こうした環境に対して一般の市民が楽しみながら環境保全にかかわっていけるシステムに今後いっそうの期待が注がれるでしょう。

Wanted, garbage!

We covered about the unique garbage collection currently performed in Hanamaki-city, Iwate. In this city, a newspaper, a flier, a magazine, corrugated paper, a milk carton, a beer bottle, a steel can, an aluminum can, and other iron are treated as a reusable resources thing from ten years or more before. And the city has paid the bounty to the collected resources thing. We were able to cover the resources thing recovery in Nimaibashi area of Hanamaki-city exactly on that day.

We went to the collection place of a resources thing early morning. In Nimaibashi area, the resources thing are taken out to five collection places by 8:30 in the morning. The residents in this area visited in this collection place, Mr. Yaegashi(70), were asked about the talk.

"Since resources thing collection came to be performed, how to take out garbage has become very smart. The consciousness of the people which live in this area also changed fairly. I am always thankful to the recovery organizations engaged especially in this recovery work. "

The group collection recovery organizations engaged in this recovery work are "Wataboshi Farm Welfare Work Places." "Wataboshi Farm Welfare Work Places" is the welfare facilities to which it tries to promote development of the mind and body of people with a handicap. It was able to work together, it having been completely frank with them, having suited, and also mixing a joke, when all of our members participated in work together with the "Wataboshi personnel". The head, Mr. Hirose, of a "Wataboshi Farm Welfare Work Places" says. "As for at the time of the beginning, the personnel, were not able to perform recovery work at all, either. However, by working, while they enjoy themselves with game feeling, they can work now little by little and, now, the recovery day is the day of their pleasure.

The collected resources thing is carried to a collection agency. Recovery business buys the collected resources thing for 0.5 yen per kg in the case of a newspaper, and for a yen per kg in the case of corrugated paper. However, there are some which must pay money to a collection agency conversely depending on a resources thing. Then, the system which the city took in is an incentive wage system. The money paid to the collection agency is recoverable by the bounty supplied from the city.

264 organizations are registered as a group resources thing recovery organization in Hanamaki-city now. The total amount of an annual bounty is about 20 million yen. This amount of money is top class in Japan.

The result of today is as follows. The amount of money we had the collection agency purchase is 3,035 yen and the amount of the bounty from the city is 17,100 yen. The total amount of money was 20,135 yen. Usually, although people of the Wataboshi did not attend at the scene of receiving a bounty, they experienced the spot which actually changes a resources thing to money for the first time. A female personnel raised with both hands and were pleased with her smile of the whole face. The system which will be able to concern itself while a general citizen enjoys himself to environmental preservation will be filled with much more expectation from now on.
